Julian Assange, the founder of Wikileaks, has been arrested in London on behalf of the Swedish authorities on suspicion of rape. .In lat November the site started publishing documents nearing 252,000 diplomatic cables. On the opposite side of the spectrum, the government asserts that he “could threaten American security interests, alliances and lives.”
Assange, a 39-year-old Australian, has been accused two women have come forward with charges that they had a sexual relationship with Julian that started with consensual sex that turned nonconsensual after he refused to use condoms.

WikiLeaks quotes Clinton: Mumbai plotter ran operation from jail

London: The alleged mastermind of the 26/11 Mumbai terror attacks - Lashkar-e-Taiba (LeT) commander Zakiur Rahman Lakhvi - was running his group while still in prison in Pakistan, said US diplomatic cables released by Wikileaks.

According to BBC, the claim is in a 2009 diplomatic message from US Secretary of State Hillary Clinton.

Lakhvi was responsible for the Lashkar's "military budget" as of July 2009, the cable said.

He was arrested in Pakistan for his alleged involvement in the November 26-28, 2008, terrorist attack on Mumbai in which 166 people were killed.

The leaked cable, sent Aug 10, 2009, by Clinton, said that Lakhvi, along with the group's founder Hafiz Saeed, "continued to run" LeT "despite being detained for their role" in the Mumbai attacks.

Hafiz Saeed, who was held after the Mumbai attacks but released without charge, now heads Jamaat-ud-Dawa, an Islamic charity widely accused of being a front for LeT.

The leaked cable said Lakhvi was responsible for the group's annual $5.2 million "military operations budget" as of mid-July 2009, a time when he was in prison.

"He reportedly used the money to purchase all materials required for LeT operations other than weapons and ammunition," the cable said, quoting a source.

The message went on to allege that Lakhvi and Saeed "planned, directed and executed" the LeT's attacks in South Asia.

It said the group is "likely to have used some funds collected in the name of Jamaat-ud-Dawa's charitable activities in support of multiple LeT terrorist operations, including the November 2008 Mumbai attacks".

Mumbai terror suspect Rana’s trial set for Feb 14

Chicago: Pakistani-Canadian terror suspect Tahawwur Hussain Rana, co-accused with Lashkar-e-Taiba operative David Headley in the 26/11 Mumbai attacks case, will go on trial in a federal court here Feb 14.

Wearing an orange jumpsuit and leg shackles Rana stood before US District Judge Harry Leinenweber here Monday as defence and prosecution attorneys hashed out dates and details of the trial, according to Fox News.

Rana, 49, and Pakistani American Headley, who has confessed to his role in the November 2008 attacks that killed 166 people, were indicted Feb 15 for their "roles in India and Denmark Terrorism Conspiracies".

Rana, who has pleaded not guilty, is accused of providing "material support" for the attack. Rana and Headly were also allegedly part of a plot to attack a Danish newspaper that printed a controversial cartoon about prophet Mohammed.

Rana's lawyer Patrick W Blegen told Leinenweber that they haven't yet got all of the transcripts of recorded conversations involving their client.

Many of those recordings need to be translated, so the defence says it needs time to get that done, but will be ready for the February court date.

Blegen told the judge they need to know what evidence the government deems classified. Sensitive material may have to be presented behind closed doors. The judge set another status hearing for Dec. 13 to address that.

A bearded and bespectacled Rana calmly glanced around the half empty courtroom as his attorneys spoke, Fox said. The trial is expected to take a month.

First edition of US national anthem fetches $506,500

New York: A first edition of the music to the US national anthem, "The Star Spangled Banner", has fetched $506,500 at a Christie's auction.

The copy is one of only 11 known copies of the first edition of the hymn written by Francis Scott Key.

The price was twice what had been estimated, Christie's said after the auction Friday night.

Deepak Chopra launches graphic novel on Buddha’s life


Washington: New age guru Deepak Chopra is all set to publish a graphic adaptation of his New York Times bestselling novel "Buddha: A Story of Enlightenment" in collaboration with Liquid Comics and Dynamite Entertainment.

The 160-page, hardcover graphic novel will be available in bookstores across the US, December 14 with a digital Apple iPad version also available before the end of the year, Liquid Comics founded by three Indian American entrepreneurs announced Monday.

"Buddha's story from shedding his royal robes to taking on his monastic ones, from abandoning the false promises of materialism to understanding the truth that lurks in self-understanding, is one of the most powerful and insightful stories human civilization has ever known," said Deepak Chopra.

Airlines slash ticket prices after government intervenes



New Delhi: Flight tickets on most routes are expected to come down by 20-25 percent after the government and the aviation watchdog asked all airlines to bring down prices of last minute bookings to reasonable levels.

The move comes after officials of the civil aviation ministry and the Directorate General of Civil Aviation (DGCA) met with executives from Spice Jet which represented private airlines and asked them to bring down spot fares.

The private carriers decision to lower tariffs will come as a relief to many passengers who had to pay up to 200 percent of the normal fares on spot or last-minute bookings.

According to travel agents and websites of airlines, a Delhi-Mumbai ticket is now available for between Rs.5,000-Rs.14,000, while the Delhi-Chennai fare is down to Rs. 6,000-Rs 15,000.

In comparison, earlier fares for tickets booked about 24 hours in advance could be over Rs.20,000 on some of these routes.

"We have asked the airlines to be reasonable about their demands and to be transparent about their bucket seats," said newly-appointed DGCA director E.K. Bharat Bhushan after the meeting with leading low cost carriers (LCCs) in Delhi.

However, Kingfisher Airline's chairman Vijay Mallya said the issues was being hyped by the media and that in reality passengers pay far lesser than what is being portrayed.

"Media has created a controversy. You have taken the highest band that exists now, comparing it with the lowest band several months back. People pay much lesser than these prices even during peak season," said Mallya in Bangalore.

Civil Aviation Minister Praful Patel Friday had rejected a proposal by domestic airlines for a massive hike in air fares and said an economic advisory council would be formed to look into tariff-related issues.

Patel said the industry should justify the exorbitant increase in prices and that the passenger should come to know the prices on a day to day basis.

"If the fare is Rs.10,000 today and it becomes Rs.20,000 tomorrow, what is the earth shattering reason behind it. There has to be some justification from the airlines," the minister said

Kochi team to participate in IPL 4


Mumbai: The BCCI Sunday allowed the squabbling Kochi franchisee to participate in the fourth edition of the Indian Premier League, ending the suspense over the fate of team.

The IPL Governing council, which had given a third deadline to Kochi last week after the consortium's investors reached a last-minute agreement over their shareholding pattern, today approved their ownership structure and took it in its fold.

"At their meeting today, the IPL Governing Council confirmed that the Kochi Franchisee had satisfactorily responded to the notice issued to them by the BCCI, and decided that the Franchisee Kochi Cricket Pvt. Ltd., would play in the IPL from 2011 onwards," BCCI Secretary and President-Elect N Srinivasan said in a release.

The Governing Council's decision comes on the backdrop of the legal developments involving the BCCI and expelled IPL franchisees - Kings XI Punjab and Rajasthan Royals, the IPL Governing Council. Barely seven months after becoming the second most costliest team in the Indian Premier League, Kochi was on the verge of being thrown out of the event.

But the owners of the beleaguered franchise made a last ditch attempt to save the outfit by reaching a compromise. Before the compromise, the investors of the franchise, which was bought for a staggering sum of Rs 1533.33 crore, had written to the BCCI informing them of their intention to withdraw from the IPL.

That letter was sent after the BCCI, which had on October 10 expelled Kings XI Punjab and Rajasthan Royals for allegedly violating contractual agreements, gave a termination notice of 30 days to the franchise to sort out internal disputes regarding the shareholding pattern. The investors in the consortium -- Anchor Earth, Parinee Developers, Rosy Blue and Film Wave -- hold 74 per cent of the equity. The remaining 26 per cent lies with the Gaikwad family -- Shailendra, his brother Ravi and their parents all part of Rendezvous Sports World -- as free equity for services rendered while bidding.

It is this 26 per cent which became a bone of contention among the stakeholders as the investors were in no mood to give free equity to the Gaikwad family. The Gaikwads, on their part, initially refused to part with the equity but have now agreed to forego at least some of it to put an end to the squabbling which threatens the very existence of the team. The BCCI has made it clear that eight teams will take part in the fourth edition of the league scheduled from April 8, just six days after the World Cup.

South Korea launches live-fire drills

Seoul: South Korea started live ammunition firing drills around its coastline Monday, as Seoul vowed to toughen its stance against its northern neighbour amid recent hostilities, a news report said.

South Korean President Lee Myung Bak has faced criticism for the moderated response to the shelling of a South Korean island in November, which killed two servicemen and two civilians.

The new South Korean Defence Minister Kim Kwan Jin said the armed forces would "take strong measures so that North Korea can't dare to provoke again", the South Korean Yonhap News Agency reported.

Former four-star general Kim took office Saturday, replacing Tae Young, who resigned three days after the artillery attack following criticism from opposition and government parliamentarians.

Monday's maritime firing drills "started at 29 locations along three coasts as scheduled", an official from Seoul's Joint Chiefs of Staff (JCS) was quoted by Yonhap as saying.

Some of the manoeuvres were to take place off islands in the Yellow Sea near the disputed maritime border, the scene of previous clashes between the Koreas' navies.

No exercises were planned near the area's island of Yeonpyeong, which was shelled by North Korean artillery Nov 23, out of consideration for the residents' safety, Yonhap said, citing a JCS source.

North Korea Sunday criticised the announced manoeuvres, and accused Seoul of being "hell-bent on the moves to escalate the confrontation and start a war".

The naval drills were scheduled to continue until Friday.

UAE officials believed India supported Pak Taliban

Washington: UAE's security officials believed that India along with Iran had supported the Pakistani Taliban and Pushtun separatists, even as US suggested that UAE was a source of funding for the militants, a diplomatic cable released by WikiLeaks discloses.

The allegation by UAE officials is noted in a State Department cable which reports the details of a meeting between officials of the US Treasury Department and those of UAE's State Security Department (SSD) and Dubai's General Department of State Security (GDSS) to discuss suspected Taliban-related financial activity in the UAE.

The meeting, spread over several hours on December 15-16, 2009.

In the meeting GDSS officials noted Iran's support to Taliban in Pakistan, adding that it believes that India also has supported Pakistani Taliban and Pashtun separatists.

The meeting from the US side was represented by Treasury Department Acting Assistant Secretary of the Office of Intelligence and Analysis Howard Mendelsohn.

Mendelsohn also raised Afghanistan and Pakistan-based extremist and terrorist groups, to include Lashkar-e-Tayyiba (LT) and Jamaat al-Dawa al-Quran wa al-Sunna (JDQ), according to the cable.

UAE security services were not familiar with the names of specific UAE-based LeT members shared by the Treasury, but promised to follow up on the information, the report said.

"DSS officials were familiar with XXXXXXXXXXXX who reportedly provides funding to the Taliban/Haqqani Network, according to US intelligence.

"The GDSS officials stated that they do not believe XXXXXXXXXXXX is loyal to the Taliban, and noted that he has cooperated with Pakistani authorities, as well as with Afghan President Karzai," the cable said.

"They pointed out XXXXXXXXXXXX's past visits from former Guantanamo Bay detainee Mullah Zaif, but noted that such visits - which may have resulted in financial support - have ceased," it said.

"GDSS continues to monitor XXXXXXXXXXXX although at present they do not believe that he is a Taliban financial manager," it said.
Mendelsohn suggested that he may be a pragmatist who maintains relationships with legitimate authorities, but insisted that the US government has information that suggests he is still involved with the Taliban.

"During the course of the two multi-hour intelligence exchange sessions, GRPO and Treasury analysts walked through the previously shared information suggesting that Taliban- related finance officials have visited the UAE in order to raise or move funds," it said

Lashkar planned to kill Narendra Modi: Wikileaks

NEW DELHI: Pakistan-based terror group Lashkar-e-Taiba had made elaborate plans in June last year to assassinate Gujarat chief minister Narendra Modi, according to one of the American diplomatic cables made public by whistleblower website WikiLeaks.

The cable identifies a Pakistani Lashkar member, Shafiq, as the mastermind of the plot that was to be executed by a module led by an Indian Lashkar operative, Hussein.

The hit job was to be carried out by one Sameer, an India-based Lashkar terrorist.

The timing of the plot is significant. It was hatched seven months after Lashkar's attack on Mumbai in November 2008. The cable underlines that the pressure on Pakistan post-26/11 did not deter Lashkar from planning fresh terror attacks.

Modi has been on the hit list of jihadi terror groups who have cited the Gujarat riots during his tenure to find recruits and to radicalise sections of Indian Muslims.

The module, possibly led by Hussein in India, was tasked with two other jobs -- including establishment of a training camp and an "unspecified work" involving a car. Details were, however, not mentioned in the leaked US embassy cable which claimed to derive these information from "multiple sources".

The leaked cable, part of the `Diplomatic Security Daily' sent to Washington from different US missions, was despatched on June 19 last year. "LeT member Shafiq Khafa, possibly preparing for operation, and Hussein -- an India-based Lashkar-e-Taiba member -- continued operational planning on three tasks in early June. The tasks were associated with a possible operation against Gujarat chief minister Narendra Modi, the establishment of a training camp and unspecified work involving a car. Hussein would coordinate his activities with an India-based colleague identified as Sameer," the cable said.

The cable on the plot against Modi is part of the category called "key concerns" of the US embassy messages. Another leaked cable on India has mentioned about hindrance posed by disagreements within various agencies over Indian cyber security programmes.

It says, "The government of India continues efforts to advance its computer security programmes -- particularly in the light of increased concerns over Chinese computer network exploitation efforts -- but the progress is hampered by significant disagreements within its departments."

Referring to key Indian organisations like department of telecommunication (DoT) and Research & Analysis Wing (RAW), which are involved in developing and implementing security policies, the US cable said, "Although the Indian Army is primarily responsible for the security of military networks, Indian officials acknowledge Army representatives have been largely left out of the discussion."

It also mentioned that some other key organisations like National Technical Research Organisation (NTRO) and Defence Intelligence Agency have reportedly failed to offer significant contributions.

The leaked cable also referred to the concerns expressed by private security companies. It said, "Private security companies are concerned that the lack of input from the private sector may lead to unfair regulations regarding telecommunications monitoring."

NEW DELHI: India and France signed a multi-million dollar agreement on Monday to build two nuclear power plants in India as French President Nicolas Sarkozy worked to drum up business for his nation during his four-day visit here.

Areva SA, one of France's main nuclear power companies, will build two European pressurized reactors of 1,650 megawatts each at Jaitapur in the western Indian state of Maharashtra.

The agreement, valued at about $9.3 billion, was signed in the presence of Sarkozy and Indian Prime Minister Manmohan Singh.

The deal marked the first two of 20 nuclear reactors India wants to build to meet its soaring energy demand.

Foreign governments have been courting India to try to get a piece of that lucrative market, but there have been concerns that India's recently passed liability law might prove too onerous for international companies to risk entering the market here.

Indian officials assured France that their liability laws were in keeping with international standards and the security of nuclear operators was ensured, a French official said. The official spoke on condition of anonymity because he was not authorized to speak to the media.

Sarkozy and Singh later met to discuss regional security, trade and investment.

The talks were also expected to touch on plans for the structural reform of the international monetary system through the Group of 20 countries, currently headed by France.

Sarkozy, who arrived on Saturday, is accompanied by his defense, foreign and finance ministers and nearly 60 business leaders.

No defense agreements are expected during the visit, but Sarkozy is likely to push for French companies to win contracts to supply military hardware.

French companies are negotiating to upgrade 51 Mirage-2000 jet fighters in the Indian air force. India is also in the market to buy 126 fighter jets, a deal worth $11 billion, and about 200 helicopters worth another $4 billion.

According to defense experts, India is expected to spend $80 billion between 2012 and 2022 to upgrade its military.

Sarkozy's visit also coincides with at least two important meetings with Indian business leaders. The French president is keen to attract Indian companies to invest in France, even as French companies are seeking a slice of India's booming economy.

Bilateral trade declined in 2009 due to global economic woes, but was on the upswing this year, said Vishnu Prakash, India's external affairs ministry spokesman. The two countries have set a trade target of 12 billion euros ($15.8 billion) for 2012.

Sarkozy is to visit Mumbai, India's financial and entertainment capital, before returning home on Tuesday.

Congress rejects Jayalalithaa’s offer of support

New Delhi/Chennai: The Congress Thursday rejected AIADMK chief J. Jayalalithaa's offer of support to the UPA government in the event of the DMK deciding to withdraw from the ruling coalition in case Telecom Minister A. Raja is asked to go in view of the 2G spectrum allocation controversy.

"At the moment it is very clear that DMK is our important alliance partner. Whatever Jayalalithaa has said is her view. We have nothing to comment on it," party general secretary Janardan Dwivedi said here.

Jayalalithaa Thursday offered to back the ruling United Progressive Alliance (UPA) if it decided on sacking of tainted minister A. Raja, who belongs to alliance partner DMK, over his alleged involvement in the 2G spectrum allocation.

Jayalalithaa made the offer in an interview to TimesNow television channel, saying she had no conditions behind propping Prime Minister Manmohan Singh's government beyond restoring probity in public life.

The former Tamil Nadu chief minister said the AIADMK had nine members in the Lok Sabha and with the help of "like-minded parties" could offer support of 18 MPs -- to make up for the DMK's 18 if the latter withdrew its legislative backing to Manmohan Singh.

She said she was making the unilateral gesture on the presumption that the prime minister was not sacking Raja despite mounting demands for his ouster over the spectrum scam fearing this could rob him of the majority support in the Lok Sabha and perhaps lead to early elections.

"The reason is very simple. It is coalition politics. To put it plainly and bluntly, it is obvious the Congress feels that any precipitate action against Raja will result in the DMK withdrawing its support to the union coalition government, and the Congress obviously fears that its fragile coalition will collapse and this will lead to mid-term polls," she said.

Jayalalithaa warned that any further delay in moving against Raja -- who has refused to quit and who enjoys the solid backing of the DMK chief K. Karunanidhi -- would further dent the image of the Congress.

The report of the Comptroller and Auditor General (CAG), submitted to the government Wednesday, is believed to have indicted Communications and Information Technology Minister A. Raja.

The scam is said to have caused a loss of Rs.1.76 lakh crore to the government.

Prithviraj Chavan is the new CM

Prithviraj Chavan said that he had been informed by Defence Minister A.K. Antony about the Congress chief's decision to make him the next chief minister of Maharashtra and added that he was "highly honoured and humbled".
The minister of state in the Prime Minister's Office (PMO) said he had had requested Prime Minister Manmohan Singh to relieve him of his duties and had got his blessings.
"This morning Mr. A.K. Anthony informed me that the Congress president has chosen me to lead Maharashtra. I requested the prime minister to relieve me from the responsibilities of the union government and he has blessed me," Chavan told reporters here.
He said he was "highly honoured and humbled" by the fact that the Congress leadership and the MLAs of Maharashtra had called upon him "to undertake the responsibility of heading the government of Maharashtra at this important juncture".
"I seek the cooperation and support of all and I promise that I will do my best to give leadership to the state, an eminent state in the country," Chavan said, adding that he would be leaving for Mumbai by Wednesday evening.

Known to enjoy the confidence of both Congress President Sonia Gandhi and Prime Minister Manmohan Singh, Chavan (64) is a technocrat who entered the hurly burly of electoral politics at the persuasion of Rajiv Gandhi.
An engineer by profession, Chavan graduated from BITS Pilani and got a masters from the University of California. Chavan has been credited with research in introduction of computerisation of Indian languages.
Hailing from Karad district of Western Maharashtra, Chavan belongs to the politically dominant Maratha community and his elevation to the Chief Minister's post is also being seen as a move by the Congress to stop consolidation of Maratha votes in favour of NCP.
Chavan is known for not getting on well with NCP chief and Union Minister Sharad Pawar. His father, a prominent Congressman D R alias Anandrao Chavan, was the "diwan" of the Indore royalty and a well-known legal luminary, who served as minister in the cabinets of Jawaharlal Nehru, Lal Bahadur Shastri and Indira Gandhi.
Prithviraj Chavan made his maiden entry into the Lok Sabha in 1991 from Karad and went on to win the seat in 1996 and 1998.
In 1999, he lost to Shriniwas Patil of the NCP. He was elected to the Rajya Sabha in 2002 and 2008. He has been the interface between 10, Janpath and 7, Race Course Road ever since his appointment as Minister of State in the PMO in 2004.
The affable, low-profile Chavan has the trust of Sonia and his pro-reform leaning has the strong approval of Manmohan Singh.
As a member of the UPA-Left Coordination Committee on Indo-US nuclear deal, Chavan steadfastly advocated the government's agenda and, after Manmohan Singh government won the trust vote, he travelled to many countries to deliver the Prime Minister's message ahead of the IAEA meeting.
Considered one of PM's chief trouble-shooters, he played a major role in the smooth passage of the civil nuclear liability bill in Parliament.
He currently holds five portfolios, the highest by any minister in the UPA government, including Science and Technology, Earth sciences, Parliamentary affairs, Public grievances and Pension and Ministry of personnel, which includes the CBI
